पहेलगाम दहशवादी हल्ल्यानंतर भारताने ऑपरेशन सिंदूर राबवले, परंतु त्याही आधी भारताने सिंधू जलवाटप करार थंड्या बस्त्यात टाकला. हा बाण पाकिस्तानच्या वर्मी लागला आहे.
पाण्याविना पाकिस्तानची तडफड होते आहे. अनेक जागतिक मंचावर दाद मागितल्यानंतर पाकिस्तान आता आर्यन ब्रदर चीनला शरण गेला आहे. चीन आता पाकिस्तानच्या वतीने भारतावर दबाव आणण्याचा प्रयत्न करतो आहे.
आम्ही भारताचे पाणी रोखू असा इशारा चीनने दिला आहे. तिबेटमधून सिंधू आणि सतलज नद्यांचा उगम आहे. पाणी रोखण्याचा इशारा देणारा आणि भारताने नदी पाणी वाटपाचा प्रश्न सोडवण्यासाठी पाकिस्तानसोबतच चीनशीही चर्चा करावी, असा प्रस्ताव चीनी थिंक टँक ‘चायना इन्स्टिट्यूट ऑफ कंटेंपररी इंटरनॅशनल रिलेशन्स’ने दिला आहे.
CICIR ही चीनमधील अत्यंत प्रभावशाली संस्था असून ती थेट चीनी गुप्तहेर संस्था मिनिस्ट्री ऑफ स्टेट सेक्युरीटीशी संलग्न आहे. त्यामुळे या थिंक टँकने व्यक्त केलेले मत हे अप्रत्यक्षपणे चीन सरकारचीच भूमिका मानली जाते.
भारताने जेव्हा पाकिस्तानसोबतच्या ‘सिंधू जल करार’ थंड्या बस्त्यात टाकल्यामुळे पाकिस्तान किती घायकुतीला आला आहे, हे यातून बऱ्या पैकी स्पष्ट होते. सिंधू आणि सतलज या दोन्ही नद्यांचा उगम तिबेट (चीन) मध्ये होतो.
जर भारताने खालच्या पात्रात असलेल्या पाकिस्तानचे पाणी रोखले, तर चीन वरच्या पात्रात असल्याने ते सिंधू आणि सतलजचे पाणी रोखून भारतासाठी अडचण निर्माण करू शकतो, असा दबाव या माध्यमातून आणण्याचा प्रयत्न केला जात आहे. ‘चायना इन्स्टिट्यूट ऑफ कंटेंपररी इंटरनॅशनल रिलेशन्स’ च्या ज्या तज्ज्ञाने हा इशारा दिला त्याचे नाव नाव हू शिशेंग आहे.

Along with this warning, the Chinese think tank China Institutes of Contemporary International Relations (CICIR) has proposed that India should not only hold talks with Pakistan to resolve the river water dispute but also include China in the discussions. CICIR is one of China’s most influential strategic research institutions and is closely linked to the country’s intelligence agency, the Ministry of State Security (MSS). Because of this connection, the views expressed by CICIR are often seen as reflecting the Chinese government’s position. The statement issued by the think tank clearly indicates how desperate Pakistan has become after India effectively suspended the implementation of the Indus Waters Treaty. Both the Indus and Sutlej rivers originate in Tibet (China). The argument being advanced is that if India, as the upstream country for Pakistan, decides to restrict the flow of water to Pakistan, then China, being the upstream country for India on these rivers, could similarly restrict the flow of the Indus and Sutlej into India, creating difficulties for New Delhi.
